Loyal Healthcare is led clinically, not administratively. Franklin O. Okeke founded the organization and runs it as a Registered Nurse with more than twenty years of emergency room, critical care and community health experience behind him.

That background shapes what the organization will take on. As a Delegating Nurse he is qualified to delegate and supervise medication administration under the Maryland Board of Nursing. As an HRST Rater and Reviewer he assesses health risk directly. As a DDA Case Manager he knows the system families are trying to navigate from the inside.

For a Coordinator of Community Services weighing a referral with real medical complexity, that means the clinical question gets answered by someone qualified to answer it.

Over ten years of clinical and operational leadership across critical care, procedural care and behavioral health sit behind the way our services run day to day. As Chief Operating Officer and Operations Director, Ifeanyichukwu Nkwocha, RN, also serves as Educator and Program Manager — which keeps operational decisions tied to what staff actually need to deliver care well.

That work is guided by evidence-based practice, with the aim of high-quality, compassionate and dignified care for our residents and for the broader Maryland community we serve.

Program management is where a person-centered plan either becomes someone’s actual week or stays a document. Femi N. Scott oversees service delivery across our programs, holding the line between what was agreed in planning and what happens in the house on a Tuesday.

A background in rehabilitation counseling and clinical counseling means program decisions are made with an understanding of the person, not only the schedule.
